Water Transport Strategies in Historic Rome Aqua Anio Vetus, the first raised aqueduct assembled in Rome, started supplying the many people living in the hills with water in 273 BC, although they had depended on natural springs up till then. He didn’t get a sufficient quantity of water from the cistern that he had constructed on his property to collect rainwater. To give himself with a much more effective system to gather water, he had one of the manholes opened, giving him access to the aqueduct below his property.
